Does this happen to you? You are not very busy, so you start frantically thinking about ways to market your business and get more clients. Then when you are busy, you stop marketing. Most people do this.
I hate to be blunt, but this is a lousy way to do things. It creates stress on you and your business.
Most people don't realize this, but it is when you are busy that you should be marketing the most, not when you are slow. Marketing when you are busy is far more effective, and you will be doing it from an empowered position, instead of a needy position.
The important thing to do is to figure out a system of several different marketing methods that work for you. Then create a marketing calendar to keep you consistently working that system, when you are slow, when you are busy, all the time.
And your plan should take into account all three ways to grow your business.

Place most of your focus on #2, because it is six times as easy as trying to get new clients.

You have heard it before - plan your work, and work your plan.
Once you have decided what marketing methods you want to use, then the most important thing is to consistently work that plan.
One part of your plan could be to commit to working on marketing your business at least 15 minutes every single day.
Then, what you do with that time can be broken down into working on your different marketing systems.

Mondays could be reserved for sending out new client letters (this helps you increase your client return rate).

Tuesday - early network meeting (good for getting new clients).

Whatever marketing methods you have decided to use, create a system for consistently working that plan.

In your plan, make sure to include time to test and track and improve what you are already doing. And while it is very important to keep very consistent, always keep your eyes open for big opportunities.
Most businesses that really succeed have done so through some major marketing breakthrough. Maybe it is a stunning new marketing method that really connects with your target market, or a headline in an ad that brings people in by the droves, or a referral partnership with another business that makes a huge difference to your success.
To be successful at testing and tracking your marketing you must develop an attitude that you can achieve breakthrough success. You can uncover something that will leverage your business into higher ground rapidly. Strive to achieve three or more of these breakthroughs a year. Look for them. Expect them to happen.
